DOVE Project Manager
Summary:
The DOVE Project Manager is responsible for the integration and coordination of 603 Legal Aid’s Domestic Violence Emergency (DOVE) Project, to include legal services provided through VOCA and VAWA to victims of domestic and sexual violence and stalking. Under the direct supervision of the Pro Bono Manager, the DOVE Manager works closely with the DV Staff Attorney to establish and maintain project case priorities and compliance with program values and grant requirements.
Duties and Responsibilities:
Project Management:
Review and evaluate all DOVE cases and determine the appropriate level of service.
Screen cases for potential legal issues, missing case information, and evaluate case priorities in the first instance under the supervision of the Pro Bono Manager.
Make appropriate and timely referrals to NH Legal Assistance (NHLA).
Coordinate with Pro Bono attorneys and assist with referrals as necessary.
Coordinate Advice & Counsel with 603 Legal Aid Attorneys and Paralegals as necessary.
Provide technical assistance to volunteer attorneys, crisis center agencies, court staff, law enforcement agencies, and other social service and partner legal service agencies.
Develop and establish case priorities for volunteer attorneys and ensure compliance with project values and grant requirements.
Respond to inquiries related to the DOVE project and additional 603LA initiatives as needed.
Field complaints from clients, volunteer attorneys, and additional partner organizations and elevate to Pro Bono Manager as needed.
Collaborate with legal service organizations and community partners to increase victims’ access to justice.
Attend bi-weekly DVAP meetings for case reviews of DV Family (and sometimes DOVE) cases, and in the event that the DV Staff Attorney is not present, advocate for the placement of cases with NHLA’s DVAP team
Volunteer Attorney Recruitment and Support:
Recruit volunteer attorneys to the DOVE Project and support them through the onboarding process, including training and mentorship opportunities.
Maintain professional relationships with current DOVE volunteer attorneys and provide technical support as needed.
With the assistance of the Pro Bono Manager, develop and implement educational seminars for attorneys regarding the DOVE project, as well as seminars on domestic violence and stalking.
Work with the NH Bar Association and other CLE providers to offer DOVE Project training to current and potential volunteer attorneys.
Project Coordination with Crisis Center Agencies:
Collaborate with the NH Coalition Against Domestic and Sexual Violence (NHCADSV) and its 12 crisis center member programs to provide consistent messaging and communication regarding DOVE cases for victims of domestic violence and stalking.
Collaborate with the NHCADSV and its 12 crisis center member programs to increase clients’ access to justice.
Develop and coordinate crisis center educational seminars to enhance partnerships with volunteer attorneys.
Provide technical assistance to crisis service advocates for referrals to volunteers.
Advise Crisis Center Advocates regarding Family Law protocol updates and contact information and answer any Family Law questions as needed due to short-staffing.
Work with NHLA and the Family Law department to develop trainings for NH Crisis Centers (specifically WISE Crisis Center with regard to NHLA’s LAV Grant).
Partnership with UNH Franklin Pierce School of Law:
Maintain partnership with UNH Franklin Pierce School of Law’s Daniel Webster Scholar Program and provide education to DWS students regarding the DOVE Project, as well as education on domestic violence and stalking.
Collaborate with the DWS Director and 603LA Pro Bono Manager to implement one or more law student referral marathons to link Pro Bono clients with volunteer attorneys.
Attend Annual Job Fair and participate in outreach opportunities regarding Pro Bono work for law students and newly minted attorneys.
Develop other related collaborations with the law school as appropriate.
Community Outreach and Education:
Develop and provide overall coordination for orientation programs and ongoing trainings on associated domestic violence and stalking laws, court rules, and best practices for working with victims of domestic violence and stalking to volunteer lawyers, crisis centers, and other community member organizations.
Attend and participate in council meetings with DV agency stakeholders and related DV/Stalking conferences.
Cultivate relationships within the community, speak at various organizations, and educate individuals on the DOVE Project and domestic violence and stalking.
Develop and disseminate DV and Stalking outreach brochures and other public awareness materials via outreach events, direct mailings, NH Bar news, NH e-Bulletin, and other social media platforms.
Collaborate with Pro Bono team on in-depth planning for Pro Bono events, such as the Bar Association’s Mid-Year Meeting (including choosing award winners, creating promotional materials/announcements, choosing physical awards, and coordinating details for award winners) =
Serve as member of the Governor’s Commission’s Civil Protective Order Subcommittee to provide recommendations on best practices in civil protective order cases and protocols.
Regularly attend Merrimack County SART meetings and other county SART meetings as necessary (also hold seats on Manchester DV Council, DVAP (separate from the bi-weekly case reviews), and the DV Advisory Council).
Grant Management/Administrative:
Ensure full compliance with the VAWA & VOCA grant and complete the required grant reports (including quarterly reports, Match reports, VAWA Muskie reports, and end of year reporting).
Train the DV Staff Attorney on VOCA protocols and reporting procedures.
Support 603LA in identifying and completing grant applications, including the development and implementation of project goals and objectives.
Ensure timely and accurate grant data collection, reporting, and compliance with grant requirements.
Identify opportunities to improve 603 Legal Aid’s case management system related to the advocate facilitated online application process; develop training materials for our partners to master the application process.
Training shared paralegal on DOVE protocols, procedures, and best practices so that they are able to provide support in the DOVE Project and/or feel comfortable in their basis of knowledge.
Salary/Benefits:
This position is full-time (37.5 hours weekly) and considered hourly non-exempt for the purpose of federal wage/hour law. Salary DOE, expected to range from $63,506.17 to $83,835.05 per year, plus benefits package including medical, retirement, life and disability and generous paid time off.
